Public Service Commission Elects New Officers
Elizabeth "Lib" Fleming of Spartanburg (4th District) will serve as Chairman and John E. "Butch" Howard of Charleston (1st District) will serve as Vice Chairman.

The Public Service Commission of South Carolina has elected new officers to lead the agency.  Elizabeth B. “Lib” Fleming of Spartanburg (4th District) will serve as Chairman and John E. “Butch” Howard of Charleston (1st District) will serve as Vice Chairman. The Commission elected Fleming and Howard by acclamation on July 9th.

photo: Elizabeth "Lib" FlemingUpon her election as Chairman, Commissioner Fleming stated, “I look forward to leading the Public Service Commission of South Carolina for the next two years, and I appreciate the confidence my fellow Commissioners have shown in me.   Our challenge in this current environment is to maintain reliable and affordable services for our state’s consumers.  The Commission can do its part by providing South Carolina with an open and transparent regulatory forum in which all interests can be considered.” In addition to her South Carolina Commission duties, Commissioner Fleming serves as Vice Chair of the Committee on Critical Infrastructure of the National Association of Regulatory Utility Commissioners (NARUC).

"Butch" HowardAs Vice Chairman, Commissioner Howard will assist Chairman Fleming with the Commission’s operations and the continued advancement of its procedures, regulations, and rulings.  An active NARUC member, Commissioner Howard serves as the Co-Vice Chair of the Committee on Water. Howard believes that the current issues in the water and sewer industry are one of the biggest challenges facing South Carolinians today.
